The Snowflake Volunteer app works by enlisting everyday internet users to donate their bandwidth. When someone in a censored region needs access, the app connects them through these volunteer relays, masking their activity from government firewalls. The volunteer proxies appear as ordinary browsing traffic, making detection harder.

Users in countries like China, Russia, and Iran have reported success using Snowflake to access blocked websites and services. The system operates without requiring users to install traditional VPN software, which many governments actively block or throttle. Instead, Snowflake uses WebRTC connections that look like standard video calls to network monitors.
